I'm not sure how much more newbie-proof the text could be. It's fairly
blunt, and quite explicit about why a person doesn't need a CVS account.
If I had to guess, I'd say people applying for accounts are simply
scrolling past the text until they can find a form to fill in.
A regex filter was suggested to auto-block requests that use certain
words (study, reading, authoring, using...) and that would probably help
at least somewhat. If such words were triggered, the error message could
duplicate the list of reasons you don't need an account, and ask "Now, are
you -sure- you need this account?". Or maybe a list of past denied
appliations could be posted, to give real-world examples of accounts that
weren't necessary.
I wonder if requiring the purpose to be more specific would help..
