Well, keeping versions of modules inside another versioned entity seems a
little bit hairy; also, when do modules warrant a version? Do they become
completely dissociated from php releases? If so, how do we make releases of php
with stable core modules? Etc... It's not impossible, we just need some decent
guidelines.
