You can easily recognize that, if you look at C++. In C++,
"foo();" means the function takes no parameters. In C, it
means the function takes any number of arguments.
That allows you to write code like this:
int foo();
main() {
int a;
double b;
foo(a);
foo(b);
foo();
}
At least for me, automatic type checking helps programmers to
write bug-free code. The "foo();" notation prevents that.

Well, it is impossible to remove that requirement without
dropping K&R compatibility.
