I don't have an account to add to the bugs database, so I'll answer here.
Sending a content type of text/xml to your server will not setup
$HTTP_POST_VARIABLES, instead it will put the XML document into
$HTTP_RAW_POST_DATA.
PHP Docs should explain this better.
You will have to parse the XML yourself, or use something like XMLDOM.
