I have not run into the strtr() bug myself, only found it when
someone on #php reported the crash. I think it is esoteric enough that
it can wait for 4.0.5, myself...but then, I've never used strtr() in
this way.
Unless someone strongly objects, I say revert it from 4.0.4.
