PHP Bug Type: OCI8 related
Bug description: OCILogOff($conn) cann't free the handle
In PHP4.0.3 after you use OCILogOff($Conn)to free the connection with Orale8 database,you can still
use $Conn to visit the database.But in PHP3 OCILogOff() can free the handle.
