Well, run-tests.php actually skips the headers in the output, so this
issue has been "worked around". A bigger problem is that you can't pass
a different include_path to run-tests.php because it ignores the -d
option as well. Maybe another environment variable that forces sapi/cgi
to parse options is good? I don't like introducing special features to
support testing (it sort of defeats the purpose of it :-), but this one
seems necessary.
