The FSF interpretation of the GPL is that code that interfaces to a
library already does count as derivated work, so putting the interface
code under a license not compatible to the GPL is already a license
violation.
I agree with this interpretation as anything else would render the
difference between the GPL and the LGPL mostly useless.
