Bug description: cannot set short_open_tags to off
I simply cannot turn off "short_open_tags" I have tried several different ways in the
config file
short_open_tags = off
short_open_tags = Off
short_open_tags = No
short_open_tags = 0
and also compiling with
--disable-short-tags
it still processes with short open tags on. This is quite disabling if you are working with XML
documents (XHTML 1.0)
