Thank you. This is a known issue. 4.0.5 will have 2
ini parameters to deal with this:
arg_separator.input
arg_separator.output
Read the php-dev archives for more info. :)

It would be nice to have configurable cgi parameter separators for http get requests, because the
commonly used & sign doesn't fullfill the HTML specification.

It would be nice if this could be configured on a directory/server/virtual server basis in .htaccess
or httpd.conf files maybe in the following way:
php_value cgi_get_separator ;
for ; as an example
