You just have to generate the HTML and PHP3/website versions of
the docs, and check them into the phpweb tree under manual/, then
it will get propogated to all of the mirrors.
I'll look at automating this so it happens once a day or so, since
it seems like that would be generally useful.
One thing we should think about doing is marking which version of
PHP functions have been added in some consistent fashion (unfortunately,
there's no tag for this in DocBook that I can find), that might slow
down some of the "function X isn't supported!" bug reports (but
then again, probably not -- nobody reads....)
