Bug description: ISAPI requires php4ts.dll to be available
The install.txt file for the windows binary installation mentions copying
the php4ts.dll to the %SystemRoot% for Apache and Netscape servers. It
seems to be required for IIS, if you're using the php4isapi.dll. This copy
step needs to be added to the ISAPI installation process.
