Bug description: PHP crashes when it can't find the *.exe or other binary specified within

using proname -option -etc (where progname is any executable, such as
PING) in PHP, you can run a program and parse it's output with a PHP
script

on Windows 9x, when the program isn't found (either a bad link or it just
plain doesn't exist), PHP crashes.

I can reproduce this error on Windows ME, kernel 4.9.3000 (the final
release of win ME -- not a beta or anything goofy like that)
