Chroot is still not disabled for webservers. Currently, it is disabled when
used in a multithreaded webserver, but it is equally dangerous in a
multi-process server.
I don't know where exactly to check for (#if PHP_SAPI == 'cgi' ?), but it
needs to be fixed IMO.
