i would like it to work this way, because many calendar applications have yearly reoccuring events,
and it would be nice to have checkdate(month, day, 0) return true if the date could ever be valid
(ie checkdate(2,29,0) returns true)

I wonder what manual you're referring to as this page
clearly says that that is not possible:

the manual says year can be 0-32767, but giving 0 makes checkdate return false.
