IBM's db2 is an SQL server, and you interface to it using the ODBC
functions. It doesn't have anything to do with dba_* or dbm_*.
The dba_* abstraction layer allows accessing all of the various
dbm-like databases (ndbm, gdbm, db2, cdb) using a consistent
interface. Support for all of them can be enabled at once, and you
indicate which library to use for a particiular database the
dba_open() function.
