Windows project files updated.

Okay, I've updated the Windows project files and uploaded a new load of support stuff to http://www.php.net/extra/win32build.zip, and updated README.WIN32 to contain current build instructions. Please let me know if you can't get things going with the new setup. It should now be mind-numbingly simple to get things compiling under Windows, instead of having to hunt around for libraries and include files and screw around with include paths and such. The first person who checks in a change to the project files that includes system-specific paths or doesn't work for both debug and release builds will be killed to serve as an example of those that would come after them. Okay, maybe not, but I won't be sending them any Christmas cards. Jim
