Missing row parameter in *_result functions

Is there any reason that row parameter was not included in oci_result and odbc_result like it is in mysql_result and pg_result? Also, has anyone ever thought of creating a ora_result that supports the row parameter. this would go a long way to helping the database abstraction layers like Phorum's and PHPLib. If I had access to Oracle I would be more than willing to work on it.
