This usually really means that the value you entered for the
SMTP (note: all in upper case) is a host you can't connect
to.
You can try http://snaps.php.net/win32/php4-win32-latest.zip
which had some changes to the code but I fear if you can't
connect, this won't help much.
Does it work if you open cmd.exe and try to telnet to the
smtp server:
telnet smtp.server.name 25
?
