Another issue to consider is the level of Apache2 support. As it is
now, 4.3.0-dev only works with unreleased Apache 2.0.40 and higher.
I know that Apache2 isn't really production quality code, but there
are many people out there that are trying to use it with PHP. Just
look at the php bug database. Reports keep streaming in.
My suggestion would be that PHP 4.3.0 supports Apache2 versions
2.0.39 and up. And this would not be too difficult to achieve with
couple of #ifdefs.
