I cannot reproduce this. Using
http://razor.bindview.com/tools/files/strace-0.1.zip
I can see that
it tries to open php-cli.ini firtst in the same dir where php.exe
is, then in d:\winnt. When in failed opening those it tried opening
php.ini in the same dirs.
