I would suggest adding the environment variable to the rc script that starts
up Apache (/etc/rc.d/init.d/httpd if you are running Rad hat Linux). You
could also use ld.so.conf if you are on Linux.

I added LD_LIBRARY_PATH=/usr/local/lib:/usr/lib to the apachectl script and
now I can do sudo ./apachectl start and it's not complaining. However, if I
try to use php as cgi-bin it still says libttf.so.2 open failed. I wonder
why it's not picking it up.
