What changed in the cvs setup on php.net?

Sascha or Jim, did you fiddle with anything? I can't get the cvs update
on /local/Web/sites/phpweb to pass the pre-commit check. I even checked
out a whole new tree from /repository. Works ok remotely though. Very
confusing. Still looking at it.
