It outputs äöü. Stock RedHat-8.0 box, kernel-2.4.18 glibc-2.2.93.

Adding to ext/xml/tests/007.phpt:
if (strtoupper("äöü")!="ÄÖÜ") {
print "skip\n";
}
fixes this for me.
