I think the ideal is to fix bugs in PHP3 and PHP4, and focus new
development on PHP4.
Once PHP4 is out of beta, that will likely scale back to "fix only
critical bugs in PHP3".
But it is possible to develop extensions that work with both PHP3 and
PHP4 (at the source level).
