There is no central-coordinated grand master plan. It is up to each
extension maintainer whether he (AFAIK we have no female ones :) wants to
maintain both a php3 and php4 version, or even use the same code for both
(see oci8 for an example of this).
I think the general trend we'd like to see is that php3 gets bugfixes,
while the new stuff goes into php4.
