Both statements are pretty clear and hardly unambiguous. Unfortunately
each one implies the other is wrong.
According to the first, the time it takes to upload the file clearly
does NOT count as input time.
According to the second, it clearly does.
I don't know which one is true but definitely it can't be both, so
please fix the one that is wrong, so people won't need to do
benchmarking to figure out:
