This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

Thank you for reporting this bug; the documentation has now been amended to make the direction of
rotation clear â it's clockwise. This has been fixed in revision 333272.

The manual page for the GD equivalent http://www.php.net/imagerotate however, states:
angle
Rotation angle, in degrees. The rotation angle is interpreted as the number of degrees to rotate the
image anticlockwise.
