This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time

"Return Values: The normalized string or NULL if an error occurred."
This function/method returns FALSE (not NULL) if the string could not
be normalized. (The only code path that would lead to a NULL return
value can only be entered in pathological conditions, like a buffer
overflow.)
The normal way to signal a normalization failure, e.g. with invalid
UTF-8 sequences, is to return FALSE.
Example:
var_dump(normalizer_normalize("\x85"));
