I've not submitted any other bugs regarding this. I'm not sure how to describe it very
well other than that we run a series of consumers of jobs from a queue and that when starting up
caused a large CPU spike and also a knock on with high memory usage.

Did you open separate bugs for the issues you were running into with enabled cli opache?

Description:
------------
It looks like opcache has been enabled by default for CLI starting in 7.1. This doesn't match
the configuration details and there are various comments stating that it wouldn't be enable by
default from what I can tell. I did find it hard to track the changes though and there seems to be
some base branch switching issues too. I couldn't see a Changelog entry for it either.

I've marked as a bug rather than a documentation issue as it seems like it was set in error
perhaps. It certainly caused us a deal of infrastructure issues (just going from 7.0 to 7.1 and
until we disabled opcache for cli).
Hopefully I've submitted this in the right place.
Expected result:
----------------
opcache.enable_cli=0 in php.ini-production
opcache.enable_cli=0 in php.ini-development
or
Documentation updated
