For arbitrary precision mathematics PHP offers BCMath which supports
numbers of any size and precision up to 2147483647 (or 0x7FFFFFFF)

I think the text is meant to say something like...
..which supports numbers of any size and precision up to 2147483647
digits with the decimal point positioned anywhere in a number consisting
of up to 2147483647 digits.
The word decimals isn't appropriate.
There is the decimal point.
There are decimal digits (as in base ten)
There are digits to the left and right of the decimal point.
