Yes, this is about decimal digits.  In practice, though, you're
likely hitting the memory_limit long before reaching this amount
of digits.

Expected result:

I think the text is meant to say something like...

..which supports numbers of any size and precision up to 2147483647 digits with the decimal point
positioned anywhere in a number consisting of up to 2147483647 digits.

The word decimals isn't appropriate.
There is the decimal point.
There are decimal digits (as in base ten)
There are digits to the left and right of the decimal point.
