The list of backwards incompatible changes when migrating from PHP 7.3.x to 7.4.x, https://www.php.net/manual/en/migration74.incompatible.php, says "As of PHP 7.4.11, the names of incoming cookies are no longer url-decoded for security reasons." So, when did this change enter PHP? Was id PHP 7.3.23 or 7.4.11? The documentation appears to be inconsistent.
