This was done as bug fix for PHP 7.3.23 or 7.4.11. I.e. cookie
names are still url-decoded in PHP 7.4.0 - 7.4.10.

"As of PHP 7.3.23, the names of incoming cookies are no longer url-decoded for security
reasons."

"As of PHP 7.4.11, the names of incoming cookies are no longer url-decoded for security
reasons."
So, when did this change enter PHP? Was id PHP 7.3.23 or 7.4.11?
The documentation appears to be inconsistent. Perhaps one of the pages is incorrect?
