This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

some pages of the german documention show strange characters for
umlauts
it seems they got encoded latin1..utf8 twice
Reproduce code:

look at the german documentation:
http://www.php.net/manual/de/pdo.installation.php
when switching the browser manually to latin-1 you can see for example:
k�¶nnen
it shows 4 "strange" bytes instead of the expected 2
