online and downloadable versions of the documentation need some time

The page about strtotime function in manual mentioned that the date in
two digital format 00-69 will in charge as 2000-2069, it seems that the
function support the date in 2069 year, but in fact, the range of the
function support is in charge of the hardware, in 32 bit system, it only
support date from 1901-12-13 20:45:52 to 2038-01-19 03:14:07, because
the range of int is -2147483648 to 2147483647, if you use the date later
than 2038-01-19 03:14:07, it will always return flase.
