It's clearly stated that the function converts a string with ISO-8859-1
characters encoded with UTF-8.

From the 1,114,112 (possible) Unicode-characters, only 256 are
converted correctly. The remaining 99.9 percent are destroyed (i.e.
"converted" into a question mark), since they don't exist in ISO
8859-1.
My suggestion: Explicitly state this fact in a red "caution" box in the
funciton's documentation.
This would also prevent "bugs" like this one here from being reported:
