Trouble is, today we don't document it at all. The php-config shows
plenty of information, and a brief description of this should prove
useful.
And we may as well have a place that lists all the bin/ files we
provide, but now I'm getting off topic.

You are talking about compiling PHP extensions (like pecl, or shared
"default" extensions)?
These things are a "the-word-on-the-street-is-..." for various linux
distributions, but by "default" there is nothing you need to do.
Any reason why we should document these "external" configuration
options any better then the actual _PHP_ configuration options?

Document --with-php-config and the php-config shell script that comes
with PHP. A MAN page does exist for php-config...
Also while documenting be sure to mention it within the install
section, including in the pecl/phpize docs.
