The manual page was actually correct, but I can see how it would be
confusing. If you re-read it, you'll see that the previous format said
the transfer should be below the speed LIMIT for a TIME, not below a
TIME. Taking from the Olympics as an example, as we're in the midst of
the games now:
If Apolo Ohno skates in the 1500 at thirty yards per minute (SPEED) for
five minutes (TIME), he will still be there when they are handing out
medals.

In the english documentation it says
CURLOPT_LOW_SPEED_TIME
The number of seconds the transfer should be below
CURLOPT_LOW_SPEED_LIMIT for PHP to consider the transfer too slow and
abort.
A slow transfer would actually be _above_ a number of seconds to be
slow.
