In the english documentation it says
CURLOPT_LOW_SPEED_TIME
The number of seconds the transfer should be below CURLOPT_LOW_SPEED_LIMIT
for PHP to consider the transfer too slow and abort.
A slow transfer would actually be _above_ a number of seconds to be slow.
