The documentation indicates array variables can be included. The problem
is it does not indicate the possibility to include ******ELEMENTS
OF****** array variables.

the new documentation text - "Any scalar variable, array variable or
object property with a string representation can be included via this
syntax." - does not indicate that the complex syntax allows accessing
elements of array variables ({$arr['bar]}).
