Bug description:One file in multiple patches problem
Description:

The problem expected when anonymous add new translation in one patch and
after it
change file and add to another patch. Editor is freezes when SVN-account
user try
open that file for checking.
For example:
Russian translation, file
reference/id3/functions/id3-set-tag.xml
in dba's patch.
