This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
Thank you for the report, and for helping us make our documentation better.
I changed the description of mb_strcut and the paramters of both mb_substr and mb_strcut to make the
difference more clear.

If start position is multi-byte character's second byte or larger, it starts
from first byte of multi-byte character." kind of implies that mb_substr()
*also* counts using bytes and is somehow broken. Both of which aren't true.
Could we perhaps in the "Parameters" box for mb_strcut() state that $start and
$length are counted in BYTES ?
