This is currently done via XInclude, ordered by appearance (alphabetical) in the
TOC (with the exception of explicit include of ctor as it uses different
markup).
Re-ordering of anything is very very hard in PhD as we never look-a-head.
We could do this manually in the XML, by not using XInclude, but I don't think
that is wanted either.
I can't think of any way to solve this.. suspending :]

I expect to see all magical __*() methods ordered together (on top) when viewing
the TOC. In other words, a TOC might look like this:
Foo
Foo::__construct()
Foo::__sleep();
Foo::arr();
Foo::count();
...
Instead of the current:
Foo
Foo::arr();
Foo::__construct()
Foo::count();
Foo::__sleep();
...
However, I might be alone here so feel free to speculate :)
