Log: Correcting typo and adding missing changelog entry.
gpc_order was removed in PHP 5 not 4. Fixes bug #63987.

Description:
------------
On the "List of php.ini directives" page (http://php.net/manual/en/ini.list.php), the
changelog for gpc_order states it's been removed in PHP 5.0.0. However, on the
"Description of core php.ini directives" page (http://php.net/manual/en/ini.core.php), the
changelog for gpc_order is blank, and the description
(http://php.net/manual/en/ini.core.php#ini.gpc-order) mentions nothing about the directive being
deprecated/removed (in fact, quite the opposite). This can be confusing if one only views the
descriptions of directives and not the list of directives.
