OK, as said before, the error message was a fake, but apply-imports
is truly used in contexts (when and otherwise), where the DTD attached
to the spec do not allow it to be.

I'll check this out as soon as I have sufficient time. I am
currently working on a quite ugly regular expression based
implementation to generate newchm output. I am quite ready
with it, only some errors are left...

OK, I'll check out libxslt on windows, and figure out how
to apply a quickfix to configure to make paths absolute just
for testing saxon...
