EditPlus, a text editor for Windows, lets you easily choose both the
line endings for the current file and the line endings that should be in
files by default. It's not free either ($30, and well-worth it IMHO),
but there is a free 30-day trial available at http://www.editplus.com/.
To change line endings in EditPlus, go to Document -> File Format and
select the format you wish to convert the file to.
EditPlus also lets you convert tabs to spaces and vice versa, which may
be handy when editing PHP-DOC files.
Other notes about EditPlus: it runs in Linux under WINE; it has PHP
syntax highlighting to make editing of PHP files a cinch; and it
supports macros that are similar to the ones found in Microsoft Word.

I've just found out that Macromedia Dreamweaver allows you to choose
between UNIX, Windows and Macintish line break types. It isn't freeware
