Menus are generated individually for every page. This takes a lot of time, and
consumes a lot of space on mirrors, and comsumes a lot of bandwidth for
rsync. So this is a huge pain in the .....
There is an open bug report about the fact, and it is planned that when we
move to XSLT, we add a stylesheet, which (in a separate) run, would generate
a menu structure, which the pages can use. The idea is to have something like
a full TOC, but represented with a PHP structure, so dinamically generated
TOCs for pages can be generated from that (including prev/next links and left
side sibling lists). This would greatly speed up phpweb generation time, and
reduce the space taken by files and the bandwidth used.
So it would be after all a great new thing. Noone volunteered to do this for
DSSSL, as it is considered old stuff, and our focus is on XSL sheets. But the
phpweb sheets are not ready for prime time (and sadly got worse since the
upgrade - see my other mail about this).
