I had this issue when running doc-base/configure.php on Cygwin with PHP
5.4.25. Running on native Windows with PHP 5.4.19 doesn't show these
errors, though. Maybe that's related to the libxml version (2.9.1 vs.
2.7.8) – Peter's output also shows 2.7.8.
