The Italian translation has been disabled quite a while ago, see
<https://github.com/php/web-php/commit/206fedd>.

IMHO, the percentage of translated files is not really important, but
rather that the translated files are up-to-date (see also the commit
message of the commit mentioned above). Looking at
<http://doc.php.net/revcheck.php?p=graph&lang=it>
there are still 106
outdated files, and 932 without EN-Revision (which may be outdated), so
only roughly a quarter of the translated files are up-to-date, which is
rather unfortunate.
